What is the criteria taken to calculate the cerebral capacity like it is said that Einstein used 7 % of his cerebral capacity......................

can we ionize the air present in any room .............if yes then how??????

The answer to your first question is beyond the scope of the syllabus. It would be impossible for us to comment on the topic of cerebral capacity as nothing has been conclusive about it.
 
Answer to second question:
We can ionize the gases present in the air. The gases can be ionized by applying electric field. In an electric arc, the energy needed to produce ionization comes from an external source such as an electric generator. An intense stream of electrons flow into the cathode and then across the gas-filled gap to the anode. As these electrons pass through the gas, they cause ionization.
