Volumetric flow rate of water = ( Cross section area )  × ( speed of water flow )
 
If radius of cross section is doubled ,area increases by four times .
 
If volumetric flowrate is maintained constant  and area increases by four times then speed of water flow becomes
 
one-fourth of initial value
