Reflection and refraction are both behaviors of waves , such as light and sound waves.
To “reflect” means to “bounce off of”. Reflection of light occurs the best off of smooth, hard, and shiny surfaces.
When bouncing off of such surfaces, light reflects in the same angle as it hit the surface.
Transparent medium allows the light pass through. Hence refraction is taking place in transparent medium because
speed of light in a transparent medium is less than speed of light in air.
Hence if the transparent medium has smooth and has good surface finish, partial reflection and partial refraction are taking place
