A very happy independence day to you!
There is oxygen on moon, but not as a gas. It is bound up chemically in minerals.
Free oxygen, the gas, is not held to the moon as an atmosphere as the moon has not enough gravity to hold a noticeable atmosphere. The gas is not held down, and flies away.
