Capacitive impedence of capacitor of capacitance C is 1/( C ω ) , where ω is angular frequency of alternating voltage .
if capacitance C is in μF and angular frequency ω = 109 rad/s , then we get capacitive impedence as milliohms .
Hence at high frequency capacitor acts as short circuit component of circuit.
Inductive impedence of inductor of inductance is Lω .
if inductance is in mH and angular frequency ω = 109 rad/s , then we get inductive impedence as megohms .
Hence at high frequency inductor acts as open circuit componet of circuit.
Hence, as shown in figure , we get 3 Ω as the effective resistance in the give circuit due to high frequency alternating voltage.
