Hi dear,
Permitivity is a measure of how an electric field affects and changes by a dielectric medium and is determined by the ability of a material to polarise in response to the filed and thereby reduce the total electric field inside the material. Thus stating that permitivity is the ability of a material to transmit electric field. This has a direct connection to electric susceptability.
Electric susceptability of a dielectric is a measure of how easily it polarises in response to an electric field.
Thus, susceptability is the relative permitivity - 1.
