When the bus starts moving, the passengers are pushed backwards because of the propery of  "Inertia" . It is property of matter by virtue of which a body resists a change in velocity.Hence whenever the bus accelerates our body resists motion and hence we fall backwards.Similarly when brakes are applied we fall towards the front.
