it is sometimes said that economic equality should precede political equality what does this mean?

Political equality refers to the equality of each citizen’s individual rights and liberty. Political equality holds no significance if a majority of people are poor. Rich people often use their wealth for capturing political power or influence politicians. There is a need to reduce vast wealth inequality first as political equality is of no use for poor section of society.
