If an object is travelling with a net zero external unbalanced force is it possible for the object to be travelling with a non zero velocity?

Yes. But the velocity must be uniform. With zero external unbalanced forces, there will be no acceleration, so if a body is moving with some non-zero velocity, it will continue moving with the same velocity.
