If a bulb based tester shows no deflection, what possible conclusions can be drawn? How will you check which of these is actually the correct conclusion.

(a) The tester is not working. It can be tested by touching the two leads of the tester together.
(b) The current is too small to light the bulb. This can be tested by using a magnetic tester.
