if  ( p/q ) = ( r/s ) , then we have  (p - q) / (p + q)  = ( r - s ) / ( r + s )
 
If a/b = 5/3  , then  ( 5a / 3b ) = 25/9
 
Hence , ( 5a - 3b ) / ( 5a + 3b ) = ( 25 - 9 ) / ( 25 + 9 ) = 8/17
