Dear student,
when water iscooled down (from normal temperature) the molecules come closer to each other and volume decreases so density of water continuously increases down to 4 celsius but on further colling the repulsive forces among same poles are responsible to increase the volume because molecules arrange themselves in three dimensions to reduced the repulsive forces so the increase in volume is responsible to decrease the density of ice.
