Nervous tissue provides control and coordination in multicellular animals.

Blood only helps in transporting the hormones to their destination from their site of production. The hormones carry out the chemical control and not blood. The endocrine system is involved in the chemical control. So the nervous and endocrine systems carry out the function of control and coordination in animals.
