In case of (1micro-coulomb,2micro-coulomb) there will be repelling and in case of (2micro-coulomb,-3micr-coulomb), there will be attraction between the charges.
 
The inverse square relationship between the electric force and the distance between the centers of the charges is reflected in the graphs above. The left hand graph indicates that the force drops of fairly quickly as the distance between the charges increases. The other graph establishes the exact mathematical relationship between the variables.
