Equation of line parallel to (3x-2y) = -4 is in the form of
 
begin mathsize 14px style 3 x minus 2 y space equals space k end style  .................................(1)
 
where k is constant to be determined
 
If eqn.(1) passes through (0, 3 ) , then we have
 
3(0)-2(3) = k
 
Hence k = -6
 
Hence the required line is 3x-2y = -6
