Strong acid is a substance which dissociates completely when dissolved in water to release hydrogen ions (or hydronium ions).
Example: HCl + H2O H3O+ + Cl-

Strong base is a substance which dissociates completely when dissolved in water to release hydroxyl ions.
Example: NaOH + H2O Na+ + OH-
Hydroxyl ion
