Since, hollow cylinder is melted and casted to a cone, their volumes will be the same.
Therefore,
pi* (R2 - r2)h = 1/3 * pi* R2 H
(3.52 - 32)21 = 1/3 * R2 7
R2 = 9(3.5+3)(3.5-3) = 9(6.5)(0.5)
R = 5.4 cm
