A body can posses a charge Q = ne, where n is an integer and e = 1.6 x 10-19C.
 
Now Q = 6.4x10-20C = ne.
 
Hence n = 6.4x10-20C/1.6x10-19C = 0.4
 
Here n is not an integer, hence the body can't possess the charge.
