Expert Answer:
due to free electrons in the conductor, current flow through the conductor, now dielectric constant is defined as the ratio of electric field in free space to the electric field in the conductor, now electric field in the conductor is 0 so dielectric constant for the conductor is infinite, i hope you got it.
