Average velocity = displacement / time
 
It is given that period of SHM is 0.2 s and it starts from mean position.
 
Hence after 0.1 s, the particle comes back to mean position
 
Hence displacement is zero
 
average velocity = displacement / time = 0 /0.1 = 0
