Shouldn't it be 8 - 3.5 = 4.5 ?

yes you are correct. " 8 - 3.5 = 4.5 " is correct calculation of potential difference.
 
By definition, unit volt stands for potential difference between two locations in electric field,
if the workdone to move a unit charge( 1 C ) from one location to other location is 1 Joule.
 
hence to move a 20C charge between the locations and if they differ by 1 V in potential differece,
the required workdone is 20×4.5 = 90 J
