As shown in figure when a test charge is at P, the distances between the test charge and each charge of dipole  are equal.
Hence there are two forces which are equal in magnitude and opposite in sign is acting on the test charge at P.
The net effect is null. Hence there is no workdone to bring a test charge along the perpendicular bisector of dipole
