Electrical potential at a point P is defined as workdone to bring unit charge from infinity to that P in electric field.
 
When we say bringing the unit charge from infinity is arbitrary, because point at infinity may be chosen arbitrarily.
 
But in physics and engineering, it is interested to know the workdone to move the charge in between two points, say from point P to Q.
 
Hence the workdone to move the charge from point P to point Q is the difference of potential at Q and potential at P.
 
Hence the arbitrariness defined for electrical potential is eliminated in difference of potential.
