When a resistive load of fixed resistance is connected to voltage source and voltage is varied by keeping resistance fixed,
current drawn from voltage source is directly proportional to applied voltage.
when current passing through resistance is varied , then voltage across the resistance is directly proportional to current.
It depends what is the cause and what is effect. Effect is directly proportional to cause.
when voltage is varied , variable voltage is cause and current is effect. Hence current is directly proportional to applied voltage.
Similarly when current passing through resistance is varied, variable current is cause and voltage across the resistance is effect.
Hence voltage is directly proportional to current in this case.
This proportional effect is expressed by ohms law
