Charges are produced in materials by friction .  When we rub a glass rod with silk, some of the
electrons from the rod are transferred to the silk cloth. Thus the rod gets
positively charged and the silk gets negatively charged.
 
When we rub a plastic rod with fur, the plastic rod becomes negatively charged and the fur becomes positively charged.
 
When we make charged materials in contact with insulating material charges are transferred to insulating material.
This is charging by conduction.
 
when we bring a charged glass rod near a small metal piece, positive charges in the glass rod induce
negative charges on surface of small metal piece. This is charging by induction.
 
Hence charges can be created by these process and the created charges appear on the surface of materials.
 
In electrolytic cell, by chemical reaction charged particles ( negative ions and positive ions) are produced
and is getting accumulated at electodes giving positive and negative polarity.
 
When parallel plate capacitor is connected to battery, charges accumulate on capacitor plates.
Plate onnected to positive terminal gets positive charge.
Similarly plate connected to negative terminal gets negative charge
