By gaining 1 electron, Cl completes its octet (that is, becomes very stable). So its elctron gain enthalpy is the highest followed by oxygen. However, N aton has a half-filled 2p orbital. When it gains one electron, it becomes less stable as indicated by its +enthalpy. Decreasing order is Cl, O, C, N
