Figure shows the forces acting on bob of pendulam. T is tension force acting along string that is resolved into 2 components.
Vertical component of tension force is T cosθ that balances weight of bob mg.
Horizontal component of tension force T sinθ balances the electrostatic force qE
 
T sinθ = qE  .....................(1)
 
T cosθ = mg ...................(2)
 
By dividing eqn.(1) with eqn.(2), we get
 
tanθ = ( qE ) / ( mg )  = ( 20 × 10-9 × 20009 ) /( 80 × 10-6 × 9.8 ) ≈ 0.51
 
hence θ = tan-1 ( 0.51 ) ≈ 27°
 
we get tension force T from eqn.(1) as, 
 
T = (q E ) / sinθ  = ( 20 × 10-9 × 20009 ) /sin(27°) = 8.81 × 10-4 N
