Why water wave can't  be polarised although its a transverse in nature

water particles can vibrate and exhibit oscillatory motion only in vertical direction ( i.e. in the direction of acceleration due to gravity ).
 
Hence inherent polarisation in the direction perpendicular to wave propagation is already present in water waves.
 
we can not make the water molecules to vibrate in any other direction. Hence polarisation in any other direction is not possible
