Managing natural resources is complex since it involves various inter-related factors like ecological cycles, climate, animals, plants, etc. A change in any of these factors may have long-term impacts which may be irreversible.
Along with natural systems, management of natural resources also has to take care of factors like politics, geographical boundaries, economic implications, etc.
Therefore, it is very difficult to satisfy all aspects at the same time which results in conflicting situations.
