why sand is used as an fire extinguisher during wars and not water?

Generally during wars there is possibility of oil spilling at various places. Water is not used in such cases because oil being heavier than water floats on water and is unable to extinguish fire. While on using sand , it cuts off the supply of oxygen to the fire due to oil and hence extinguishes it.
