Expert Answer:

It is observed that elements with 8 electrons in the last shell do not combine with other elements.

They are said to be non-reactive, inert and stable.

The reason for some elements to combine with other elements is to get 8 electrons in the valence shell, as 8 valence electrons give extra stability.

They get eight electrons by losing, gaining or sharing electrons with other atoms of the same or different elements.

All chemical reactions involve transfer or sharing of valence electrons so that each atom gets eight electrons.
