why EMF is induced before current in the experiment dobe by Faraday?

Current flows from a point A to point B in a conductor , when point A is at higher electrical potential than point B .
Hence a electrical potential difference has to be developed between point A and B .
EMF ( electromotive force) is electrical potential difference across current source points .
This potential difference will be maintained as constant if less current is extracted.
Hence initially electrical potential difference is created by induced EMF then we get induced current .
