3x - 5y = -9 → 3x - 5y + 9 = 0
Here, a1 = 3, b1 = -5 and c1 = 9
6x - 10y = -8
2(3x - 5y) = -8 → 3x - 5y + 4 = 0
Here, a2 = 3, b2 = -5 and c2 = 4
Therefore, the pair of linear equations are parallel to each other.
