If two charges q1 and q2 are such that q1q2 > 0 , then either both are +ve charges or both are -ve charges.
Hence repulsive force is there between similar charges q1 and q2 .
 
If two charges q1 and q2 are such that q1q2 < 0 , then one of them has  +ve charge and other one has -ve charge.
Hence attractive force is there between opoosite charges q1 and q2 .
