The force needed to start a cart is (somewhat) greater than the force neede to keep it moving with a uniform speed.

Expert Answer
The greater force is required to start a cart than the force required to keep the cart moving in the uniform motion so as to overcome the force of static friction.
Once the cart starts moving then there is the kinetic friction present between the ground and the wheels of the cart.
Static friction is the friction which prevents the object from moving over the surface while kinetic friction slows down the speed of a moving object.
As the coefficient of static friction is greater than the coefficient of kinetic friction, the greater force is required to start a cart from rest than to keep the cart moving with uniform speed.
