The enthalpy of reaction is maximum in (2) option
Because Enthalpy of reaction= Entahalpy of Product- Enthalpy of reactant
In casae of  F, it has highest electronegativity so Enthalpy of product will be high as compared to others and Enthalpy of reaction will be maximum.
