The colonial state wanted to transform all grazing lands into cultivated farms because
• Land revenue was the chief source of income for the state. Thus, the government wanted to increase its income by expanding cultivation.
• The government encouraged the production of jute, cotton, wheat and other agricultural produce that were required in England.
• The colonial government considered uncultivated lands as unproductive as the latter neither produced crops nor added to the state revenues.
