The colonial state wanted to transform all grazing lands into cultivated farms because

 Land revenue was the chief source of income for the state. Thus, the government wanted to increase its income by expanding cultivation.

 The government encouraged the production of jute, cotton, wheat and other agricultural produce that were required in England.

 The colonial government considered uncultivated lands as unproductive as the latter neither produced crops nor added to the state revenues.
