Forests that produced commercially valuable timber like deodar or sal were declared ‘Reserved’. |
In these forests some customary grazing rights were granted to the pastoralists. |
No pastoralist was allowed access to these forests. |
Even though they were granted rights, their movements were severely restricted. |
