Let RA be the resistance of wire-A and is given by

begin mathsize 12px style R subscript A equals rho fraction numerator L over denominator pi cross times r squared end fraction end style..................................(1)
where ρ is resitivity, L is length and r is radius.

Let RB be the resistance of wire-B and it is given by

begin mathsize 12px style R subscript B equals rho fraction numerator 2 L over denominator pi cross times 4 cross times r squared end fraction space equals R subscript A over 2 end style
Equivalent resistance Req of parallel combinaion is given by
begin mathsize 12px style R subscript e q end subscript equals space fraction numerator R subscript A cross times R subscript B over denominator R subscript A plus R subscript B end fraction space equals space fraction numerator R subscript A cross times begin display style R subscript A over 2 end style over denominator R subscript A plus begin display style R subscript A over 2 end style end fraction space equals space R subscript A over 3 end style
hence the required ratio is 1/3
