Yes, ofcourse, you can apply Kirchoff's second law for a circuitary with capacitors.
The implication from kirchoff's Voltage law is that, in a simple circuit with only one voltage source and any number of resistors or capacitors , the voltage drop across the resistors is equal to the voltage applied by the voltage source.
