How does photon theory explain photoelectric effect?

According to photon theory, an increase in intensity of radiation means more photons are incident on metal surface. Therefore, more electrons will be ejected but since the energy of each photon is not changed (frequency is not changed), the maximum K.E. of emitted electrons is not changed.
