Can photoelectric effect be explained on the basis of wave theory of radiation?

No. According to wave theory, an increase in intensity of radiation should increase the energy falling on the surface and as a result, the kinetic energy of emitted electrons should increase. But it has been observed experimentally that kinetic energy of emitted electrons is independent of the intensity of the incident radiation.
