Point-B has equal distance both from negative charge and positive charge. 
When a -ve test charge is placed at B , repulsive force is directed along NW direction and
attractive force is directed along SW direction.
 
Since these two forces are equal in magnitude, resultant is directed exacly along West.
 
All other points, magnitude of repulsive and attractive forces different and also acting in different direction. 
Hence resultant force will not be exactly along west
