As we know, water at a height has potential energy stored in it, and when it falls down, its potential energy transforms into kinetic energy.
During construction of the dam, the water is carried through pipes to the turbine at the bottom of the dam, which rotates the turbine of a generator and produces electricity.

Thus generators producing electricity are always positioned at a lower level than the base of the dams.
