Expert Answer:
In the given figure , we see that 7Ω resistor and 19 Ω resistors are shorted .
Hence after removing those shorted resistors , simplified circuit is shown in the figure
Equivalent resistance of parallel combination of 3 Ω and 9 Ω = ( 3 × 9 ) / (3+9) = 2.25 Ω
Equivalent resistance of parallel combination of 13 Ω and 17 Ω = ( 13 × 17 ) / (13+17) = 7.37 Ω
Total resistance across A and B = ( 2 + 2.25 + 11 + 7.37 + 21 ) Ω = 43.62 Ω
