To get effective resistance of  such a network of resistors , termiinal points should be provided
so that resistance is measured across these terminal points.
 
In the given figure of resistors network, It is not known what are the terminal points  across which
effective resistance is to be determined.
 
Post the question again mentioning the terminal points clearly , so that effective resistance
will be determined across these terminal points
