Expert Answer
Yes it can, charge body will always produce electric field in its surround if we place any charge body in its vicinity that body will experience a force. But when we place a uncharged body it will also experience some electrostatic force. Uncharged body means its net charge is zero that means number of electrons and protons are same, but when we place this uncharged body near the charge body there will be appearance of charge due induction method of charging . This can result into interactions between these bodies. Or in more technical term due polarisation there will be a force.
