When this wire is hanging on the table or let us assume kept on a table and is carrying current in the clockwise direction, Curl your fingers across the wires so as to hold it from the circumference at any point. While doing this you should keep your thumb out and the direction of the thumb should be along the direction of the current in the wire that is the clockwise direction. When you will do this the direction of the curling of your fingers wiill give the magnetic field both outside and the inside. So, this will result inside magnetic field to be downwards and outside the wire upwards.
