This is because  as we move along a period, the number of valence electrons increases from 1 to 8. SInce valency is equal to 1,2,3,4  if the number of valence electrons are 1,2,3,4. Then after that since the number of valence electrons increase from 5 to 8, the valency = 8 - number of valence electrons. SO the valency will decrease from 3,2,1, and then become 0.
