The speed of light  in any medium decreases with the increase in the refractive index of the medium and vice-versa. Hence, speed of light will be minimum in medium D, as it has the highest refractive index.
Lateral displacement depends on:
(i) thickness of the glass slab
(ii) angle of incidence
(iii) r.i. of the glass slab
(iv) wavelength of the incident radiation
